There is no built in sepia effect for Adobe Premiere however, a combination of the "Black & White" effect and the "Colour Balance" effect achieves the same result. These effects are both added by dragging them from the "Effects" window in the lower left onto the clip in the sequence window.
Once both clips are added to create the sepia tone, you have to open the "Effects Control" window and then expand the "Colour Balance" properties by clicking the small arrow next to the title. Once this is done, adjust the value of the "Midtone Blue Balance" to -50 and you should have your sepia effect.
